MINUTES OF FOSDYKE PARISH COUNCIL MEETING HELD ON TUESDAY 2ND APRIL 2024 IN THE COMMITTEE ROOM OF THE VILLAGE HALL AT 19:30HRS

Public Forum 19:30-19:40

A member of the Parochial Church Council asked who was responsible for the upkeep of the Church path. The church path now needs the removal of Moss and general path repair as it is very un-even. The clerk responded by informing the Parochial Church Council that it is up to the Council to repair and maintain the path. The clerk will action this.

Cllr Hussain responded to the public that all the information and policies are on the Boston

Borough Council website; they are the policies that Fosdyke Parish Council will adopt. The Chairman also stated that the policies are in the process of being implemented and adopted, this has been mentioned in the past few meetings. The council was asked to provide a timescale, which was not provided. The public were assured that they can access the policies on the BBC website as they are the policies FPC adheres to. The clerk requested that the policies required were written down on a sheet of paper, to ensure that we know exactly what polices have been requested.

A member of the Gardening club has requested 3 additional brown bins to get rid of garden rubbish. The clerk will action this.

A member of the public said that the clerk has published incorrect financial figures in the last set of Minutes. The Chairman asked the member of the public to please let us have a copy of the figures so that we can identify any errors. The member of the public said that they will provide us with them.

Cllr Cantwell held a ward surgery in Fosdyke Village Hall which was attended by 7 people.

A resident of the village said the branches from the trees in the layby  are causing an obstruction with visibility onto the A17. The Clerk will report this issue to Fix My street,

Cllr Brookes updated the community to say that at the latest informal consultation the County Council has objected to Pylons being installed in the county.

The minutes could not be approved as Cllr Mowton had identified I date error, and a wording error.

Cllr Hussain updated the councillors to say that the page had had 816 views, 171 followers. The highest number of views were the upcoming Police and crime commissioner elections with 81 views.

After publicly advertising the grass cutting tenders we have received two quotes from two very reputable contractors. We are going with Malc Firth for 8 cuts a year

The chairman has highlighted that councillors are working on their own person devices to access their council accounts and business. The chairman has obtained a quotation for personal tablets dedicated only for council business. This would cost from £190 - £289 per tablet per councillor, not costing at this point for sim cards and cases. Cllr Hussain stated that it may be worthwhile asking Boston Borough Council for any tablets they no longer use. The Clerk will make the enquiry.

Council email addresses for councillors is changing to gov.uk emails addresses Cllr Cropley proposed that FPC change their email addresses Cllr Hussain 2nd the proposal. The Chairman will contact our IT support technician to set this up and will be at a cost to FPC. This is so that any member of the council is now not using a personal email address.

Cllr Hussain has noticed that in the village we have a mixture of white and orange streetlights.

Cllr Hussain said that white LED lights would be more energy efficient and would look better. Cllr Cantwell said that new LED light loans are available at a rate of 4% interest over 10 years for councils. He said that Boston Borough should follow the initiative of South Holland who have already upgraded street lighting. The clerk will contact the clerk at Sutterton so that we are maybe able to apply together.

Cllr Mowton raised the point from the last-minute number 23/90 Donations to say this did not go ahead due to the discrepancy regarding the allotment accounts. No Invoices have yet been produced to help to verify final figures and accounts to settle the matter. The Chaiman stated until further evidence is produced, we can’t proceed. Cllr Mowton said that for a third time he will produce them again. Cllr Mowton said that he has already produced the receipts to the clerk on the 23/1/24 the clerk will re check that paperwork to help in settling this matter. The chairman has requested receipts in relation to the allotments signed by the previous clerk. Cllr Mowton has raised the question of why is the amount for 2023 less than the previous year?
