MINUTES OF FOSDYKE PARISH COUNCIL MEETING HELD ON TUESDAY 5th March 2024

Public Forum 19.30 – 19.46
Query: The setting of the budget has not been previously listed as an agenda item; it needs to be voted on in the public forum. It was mentioned that the Precept can’t be set in closed session as it has been. The member of the public said this has broken the code of conduct and a complaint will now be escalated about the conduct of Fosdyke parish Council regarding both matters.
The Chairman responded by explaining that not all the information was available to FPC due to the Clerk vacancy at that period. The Councillors needed to complete the budget and the precept within a very limited timeline. As the public has been informed at previous meetings, FPC are trying to put all the necessary policies and procedures in place for the public including a code of conduct. It was acknowledged that the budget and the precept will need to be set in the public forum in future years.
Comment from another resident – In previous years the budget has been in the minutes.
Enquiry from a resident -Allotment rent discrepancy was raised, the previous way of doing things was very straight forward with the agreement between the tenants and the previous clerk. The discrepancy is causing tenants’ distress.
The Chairman responded by stating this was never the intention, but it has been brought to the attention of FPC so this discrepancy of £429 now must be investigated and satisfied.
Cllr Cantwell informed the public of Boston Borough Councils Tree protection Policy, and has been speaking to groups in the village about trees.

23/85 MATTERS AIRISING
Cllr Hussain raised a question relating to the allotments would Cllr Mowton need to make a declaration of interest? As he is an allotment holder as well as a Councillor. Cllr Cantwell responded that he would not need to. It was recognised that Councillor Mowton has a pecuniary interest, which has been previously declared.
23/86 Matters for the Police
The Clerk informed the public that a police incident has been escalated due to a bogus malicious email being sent to FPC.
The Chairman informed the public that this matter will be monitored going forward and this is happening to other councils in the area, Lalc have also issued a warning to be vigilant with all email correspondence.

Cllr Hussain said the Facebook page has 170 followers and 112 views post Precept being set.
23/90 Donations
The Chairman suspended the donation discussion during this meeting due to the financial review already under investigation in relation to the allotments. This will be discussed at the April FPC meeting.
23/91 Grass Cutting and Jubilee Gardens
A subcommittee has now been formed for the gardens by Cllr Hussain and Cllr Gratton. The upkeep of the Jubilee gardens is too much For Cllr Hussain. The Church gardening club have been asked to help with the upkeep and they have accepted to do this.
Grass Cutting in the village and on the outskirts of the village, the clerk will contact three Grass cutting companies to get a quotation for this coming year.
23/92 MATTERS RAISED BY THE COUNCILLORS
Cllr Hussain asked who owns the photographs of the village in days gone by displayed in the village hall? the Chairman responded that they were gifted to the previous clerk for FPC and they came from the Ship public house in Fosdyke where they were previously displayed. Cllr Hussain has received requested to have a plaque for the photographs on display that relates to the dates and persons and places in them. The Social Club stated that they also have copies of some of them on display.
D Day commemorations – Cllr Hussain said there is a national event on the actual commemoration date which is on Thursday 6th June 2024 where parishes are lighting the lanterns that can be purchased for £55 and ringing the Church bells at 9:15am. The Church Council are happy to ring the bell on this day, however a lighted lantern we do not have, nor will we purchase. It was mentioned that people may be at work on this day so an event of commemoration will be organised for Saturday 9th of June by the Social Club where 1940’s Music will be played as well as a BBQ, whilst serving tea and cake.(All to be officially confirmed) Cllr Hussain, Cllr C Cropley and Cllr Gratton will use social media and research into any residents of the village to see if anyone has any links to those who were involved in the original D Day landings
The Chairman mentioned tonight’s seating as it is in a new format and advised that this may change again to get the seating arrangements so that everyone feels satisfied with the room.
