MINUTES OF THE MEETING FOR FOSDYKE
PARISH COUNCIL
HELD ON THE 4th OF March 2025 AT 7.30PM
AT FOSDYKE VILLAGE HALL

Summary
The Parish Council meeting was held on March 4, 2025, at 7:30 PM at Fosdyke Village Hall. The chairman, along with four councilors', the Parish Clerk, the Administrator, and eight members of the public attended. The meeting began with safety announcements followed by a 10-minute public forum. Comments included the repair of potholes and a collapsed fence along the path, the other side of the Bridge. The Clerk will report these concerns to Fix My Street. No apologies for absence were received and no declarations of interest were made. The draft minutes from the previous meeting were approved after fixing a discrepancy. Correspondence was also reviewed.

No apologies for absence were received
24/95 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011
There were no declarations of interest.
24/96 Draft minutes of the meeting held on 3/12/24 to be approved and signed by the chairman.
A MOP found a discrepancy in the minutes, this was noted by the clerk at the end of the meeting, the minutes will be corrected.
24/97 CORRESPONDENCE
A list of correspondence is attached.
24/98 Financial accounts
The clerk read out the accounts for Fosdyke Parish Council.
The finances for the street lighting were moved to the right account and invoice has been paid after backlog due to invoice being sent to previous clerk’s address.
The brown bins yearly subscription was paid out of clerk’s personal funds and reimbursed by council.
After a discussion the online banking will be put into place, Cllr C Cropley proposed, Cllr M Houssain seconded
A Member Of the Public raised the question regarding funds owed of £700 from highways to cut the grass. The Clerk replied that she has already invoiced for this sum with no success, but will try again.
24/99 SOCIAL MEDIA
Cllr Houssain stated the council Facebook page has 183 followers and 471 views over the last 21 days.
24/100 ALLOTTMENTS
The clerk started by going over the difference between allotments and small holdings and has stated that she has been in contact with Wigtoft Parish Council and Sutterton Parish Council and they have stated that they are charging £200 per acre for grade 1 land.
Fosdyke Parish Council are currently charging £55 per acre.
Cllr J Cropley asked for any official documents stating that the allotments have changed to small holdings, he has also been in touch with the landowners and stated how they’re not happy that the land is being used for small holdings and want the land back. The current tenants may then have to rent off the landlords directly.
Cllr K Gratton stated that she has spoken with a solicitor, and they will charge Fosdyke Parish Council £115 + VAT per hour legal fees. Fosdyke Parish Council will need to be in line with the current rental charges. Cllr M Houssain proposed that Fosdyke Parish Council emails the secretary of state Cllr C Cropley seconded, The Clerk will email the Secretary of Sate to seek further guidance. Tenants have stated there is no way that they can be removed form the allotments.
24/101 Emergency community group
The emergency community group will be where villages within the five wards will join in an emergency and help each other. Each village will have an emergency bag or grab bag which will be kept in a secure location e.g. the village hall, it has been suggested that each village needs two volunteers, Miss C Glenn has volunteered for Fosdyke with Cllr C Cropley the lead volunteer for Fosdyke.
24/102 LALC
Councillor refresher training is Thursday 8th May 2025. This will be on Zoom.
24/103 Funding Forms
Fosdyke Parish Council has now created a community funding form so that local clubs and services can apply for funding from the Council. By filling out a form it will give Fosdyke Parish Council an idea of how much the local groups and projects need to help them help the wider community. Proposed by Cllr K Gratton, seconded by Cllr C Cropley.
24/104 Grass cutting update
Fosdyke Parish Council are happy to carry on using Malc Firth’s grass cutting services.
24/105 Matters arising by councillors
Cllr M Hussain has made Fosdyke Parish Council aware that the Fosdyke Bell lane sign has gone missing this has been reported to fix my street.
Cllr A Mowton has also made council aware that cemetery gates are broken and has been reported to Boston Borough Council.
It has been reported that a manhole sewage cover along old main road is broken as well as wooden fence along the cycle path of the a17 both have been reported to fix my street
24/105 Planning feedback re road closure
An email to Fosdyke Parish Council asking for objections has been answered and forwarded on, we are awaiting a response. Cllr M Hussain has asked if the Members Of the Public are able to object as well and if we can make people aware on the notice board.
24/106 Appraisals
Appraisals for clerk Gratton and admin Glenn, councillors are happy with their work and have set them targets to meet.
24/107 Gym equipment
FPC have been asked if we would like to purchase gym equipment in the local community, at a cost of £9500. Fosdyke Parish Council will have a look at what other companies are charging and what insurance we would need. FPC have investigated where they could have the equipment, options being the playing field. Funding options will be investigated, Cllr J Cantwell suggested the Grass/roots match funding.
