The meeting began with introductions from the chair of the new Councillors, Clerk and Support Officer.  A thank you was given to Cllr J Cantwell for provisionally filling in for a brief time to enable the Council to be quorate.  An explanation of where all fire exits and emergency exits are was given.

PUBLIC FORUM

The public forum began with residents stating having issues regarding speeding in the village particularly on a Friday and also issues regarding Sutterton roundabout.  This is something the Council acknowledged they were aware of and the Council have been in touch with Highways regarding this matter.  Another resident also brought up the footpaths and how there are issues with people parking on paths and shrubs over growing , Cllr. M. Houssain suggested reporting to fix my street .

A resident also brought to attention that the wheelie bin in the layby on the A17 has gone missing another resident said they have made Boston Borough Council aware, and they are sorting it.

The treasurer of the Village Hall also bought up the issue regarding how they haven’t received their donation payment from last year, the Council was aware about this issue and have resolved the issue with showing paperwork regarding the cheque number and the cheque number being deposited , the Council responded saying that because the cheque that was issued to the Village Hall has been shown as deposited there is not much more we can do to show It has been paid however we will check with the bank when we have access to accounts .

25/34 INTRODUCTION OF NEW COUNCILLORS

Cllr A Mowton introduced the councils newest councillors, Cllr J Rushworth & Cllr K Overall

25/35 CORRESPONDENCE

25/36 FINANCIAL MATTERS

Due to the Clerk being unable to access the online banking a financial report for between June – September is not available at the current time however we do know the only payments have been the direct debits.

25/37 ET INNOVATIONS

The Clerk has had an email from ET Innovations regarding the yearly review.  The Clerk stated the service is a huge help to her job as Clerk but it is up to the Council on whether they would wish to continue or not.  It was by proposed by Cllr M Houssain, seconded by Cllr J Rushworth and agreed by the Council to engage ET Innovations for a further year.

25/38 FOSDYKE FACEBOOK PAGE

Cllr M Houssain shared that FPC Facebook page has received, 11600 views, 2000 readers in 28 days and currently has 187 followers.

25/39 TRAINING FOR COUNCILLORS & CLERK

The Clerk read out some training days for the new Councillors with the following dates available 16th sep & 21st oct , if this is something they would like please get in touch , the Clerk also explained how she has been on some recent training to help benefit the village .

25/40 COUNCILLOR VACANCY / CLOSING DATE

The Council announced that there was still one available vacancy for Councillor to be filled by co-option the closing date for this is 30th September 2025, for forms please contact the Clerk.

25/41 ALLOTMENTS

Due to previous commitments not being minuted the Council confirmed that Mr Newall be allowed to carry on tenanting his late wife’s allotment.  The Clerk will contact Mr Newall to let him know of this outcome.                                                                                                                                                                                                

25/42 CLERK VACANCY ADVERT

The issues regarding Facebook and the Clerk advert have now been resolved.  There is a vacancy for the Clerk role with a closing date of 20th October, any applicants should send their CV and covering letter to the Clerk.

25/43 HIGHWAYS / SPEEDING IN THE VILLAGE

As previously mentioned in the public forum the Council have ben made aware of the current speeding issues in the village.  The Council have been in touch with Highways as to what we can do, the Council invited Cllr P Lock and what his thoughts were regarding the situation. He mentioned that even though we could apply for a community speed watch program these speed guns would need every handler to have training as well as volunteers for people to run it.  Any major concerns can be reported to fix my street.

25/44 BBC UPDATE FROM CLLR J CANTWELL

A verbal update was given by Cllr J Cantwell from Boston Borough Council, on local matters within the community.

Before the meeting was adjourned a member of the public asked about Thompsons Lane and if there was any update.  The Council responded with we will revisit this matter at the next meeting as we have not had any contact regarding Thompsons Lane.  Another member of the public stated that there was a public right of way document to any lanes.  The Clerk asked for the documents to be forwarded on to her.
