Cllr J Cropley welcomed all present to the meeting, the Chaiman then invited members of the public, and those represent clubs and other social settings in the village to put forward any comments they may have during the time allocated.
All saints Church Fosdyke thanked the council for the financial donation. The PCC have raised the issue that the church path which needs repair, the clerk asked the church representatives if the church is accessible using a wheelchair and they responded not in the current state of repair it is in. It was discussed who is responsible to maintain and the Clerk Clarified it was the Council, as this has been raised before. The path has been reported by the PCC of All Saints Fosdyke to Fix My Street, but this was unsuccessful. The Clerk will seek further advise on how to proceed for the repairs to be carried out.
Jubilee Gardens – The question of additional brown wheelie Bins was raised, and the clerk said that they are at a cost to Fosdyke Parish Council of £50 for the first bin and £30 for additional bins. The chairman said that we maybe able to get financial support for the bins, the clerk will make enquires.
The Playing Field Social Club thanked the council for their donation.
A member of the public said that the Council Facebook page has the previous clerks’ details on it, Cllr Houssain said that she will update this if necessary as she said that this has been done.
Coffee Morning Committee said that they have raised some money for the village, and they would like ideas and suggestions on how to spend it on the village. Ideas such as a new bench for the gardens. Fosdyke All Saints said they would like a bench for the back of the Church where they have created a garden Any further suggestions to the coffee morning, or the coffee morning Facebook page.

As this is the annual Parish Council meeting there was no public forum or reports from Borough and county councillors as advertised on the notice of meeting. However the chairman did ask Mayor Brown and Cllr Brookes if they had anything they needed to bring to the council.
CLLR Brookes said that there is a traffic management policy review, which is looking at speeding, parking, traffic calming. There will be a public engagement event on the 27th of May. Cllr Brookes asked the Clerk why this was not on the notice board? The clerk did not realise it needed to be.

24/001 TO RECEIVE NOMINATIONS FOR AND TO THE ELCTION A CHAIRMAN.
Cllr Gratton Nominated and proposed Cllr John Cropley for chairman and this was 2nd by Cllr Houssain. Cllr J. Cropley accepted the position of chairman.
24/002 TO RECEIVE NOMINATIONS FOR AND TO ELECT A VICE-CHAIRMAN.
Cllr M. Houssain proposed Cllr Gratton asvice-chairman and this was 2nd by Cllr C. Cropley. Cllr Gratton accepted the position of vice-chairman.
24/003 REPORT FROM THE CLERK
The clerk’s report is attached as a separate document.
24/004 RECIEPT OF DECLARATIONS OF INTERSET IN ACCORDANCE WITH THE REQUIREMENT OF THE LOCALISM ACT 2011.
Declaration of interest forms were given out to all the Councillors in order to update all records of declaration of interest. These will need to be handing back to Clerk within 28 days.
24/005 APOLOGIES FOR ABSENCE AND THE REASON GIVEN
Cllr Cantwell was unable to attend due to family commitments.
24/006 DRAFT MINUTES OF THE MEETING HELD ON TUESDAT APRIL 2ND APPROVED AS THE MINUTES
Cllr Mowton said the minutes could not be signed off as they needed theamendment:
(In AOB23/105) Mr Mowton had requested to know who the auditor for the allotments was in the previous year. The Chaiman declined the comment.

The Chairman requested that we deferred the decision about the Brown bins until the next meeting. FPC will ask the Borough Council about not paying the fee as they are for the community gardens. The rubbish can be placed in the cemetery bins in the short term as they are emptiedmonthly.

24/011 FOSDYKE FACEBOOK PAGE
Cllr M.Houssain reported that the Facebook page has 170 followers in the UK.
24/012 MATTERS RAISED BY COUNCILLORS
Cllr M. Houssainthanked the Forget Me knot Gardening Club for all their hard work.
D Day celebrations due to ill health Cllr M.Houssain will not be available to continue to co-ordinate this celebration in the village. Fozzie’s Social Club have said that they are not holding an event for D Day. All Saints Church have painted the church lamp and will be hosting a service. Details will be available nearer the time.

Cllr A. Mowton asked the question who was the independent accountant for the last audit? The Chairman refused to comment.
7th of March a request was made to the monitoring officer, this is not in the system so a reminder will need to be sent.
The Chairman requested a map of the allotments form Cllr A. Mowton, who replied that he is waiting for the latest maps which will be more accurate.
Cllr A. Mowton produced allotment receipts a total of four, from the allotment holders showing the rents they have paid. These will be photocopied ready for the auditor.
24/013 GRASS CUTTING
The clerk said the contractor is doing a good job of cutting the grass and he will try to fit the cuts to match within our budget, this will be reviewed at the end of the year to ensure we do not go over the budget we have.
24/014 INTERNAL REVIEW FROM LALC
Fosdyke Parish Council will be having an audit from Lalc, they will also support us to complete the AGAR form.
24/015 SCRIBE ACCOUNTING PROGRAMME AND ACCOUNTANTS
FPC will be using Scribe accountancy software this financial year and into the future. The clerk has logged onto the system and we hope to be up and running over the next month or two.
24/016 PAYE CLERKS WAGES
The clerk has worked with Walker and Quinn accountants in Spalding to set up FPC as an employer on HMRC payroll, this is to pay the clerk and to ensure that all deductions are correct. FPC are waiting for a code to proceed before they can pay the clerk. Going forward this will be monthly.
24/017 TRANSPARANCY MEETING
After taking consultation regarding the transparency meeting in the format we planned, the chairman cancelled this item.
24/018DATE OF NEXT MEETING

Meeting closed at 20:16 Hours.
Councillor Mowton approached the clerk after the meeting was closed asking if we had heard if we had received anything about him being reported to the monitoring officer, after checking neither the clerk or the chairman can find any evidence of Cllr Mowton being reported by Fosdyke Parish Council.
