Minutes of the Meeting of Fosdyke Parish Council

The meeting began with introductions. The Chair also thanked the public for attending in the inclement weather. An explanation of where all fire and emergency exits are given. It was also noted that the meeting was being recorded.

 

PUBLIC FORUM

The Coffee Morning group confirmed their generous offer of paying for the Christmas tree star and the Clerk will supply bank details.

Mr Martin commented that he was disappointed about the criticism of the upkeep of graveyard at the January meeting. Cllr Rushworth apologised about the perception as he was referring to the guttering and downpipes on the Church, not about the excellent work the gardening club had carried out in clearing the graveyard. It was acknowledged that many hours of hard work had been carried out and the area now looked good.

The tractor road run was confirmed as 17th May and the charity would be Macmillan Cancer Support. This is the 26th year the event has taken place.

It was noted that there was a lot of litter around the Village and this will be a future agenda item.  

 

12/26   APOLOGIES FOR ABSENCE

All councillors were present.

 

13/26   DECLARATION OF INTERESTS

No declarations of interest were made relating to any of the agenda items.

 

14/26   MINUTES

The minutes of the January 6th were presented – Cllr M Houssain proposed, Cllr Rushworth seconded and it was resolved by the Council that the Chairman sign them.

Matters arising – Cllr Overell updated the meeting regarding Outer Dowsing. There has not been much movement over the last six months, but a decision is expected on 10th February, which should be followed by a meeting of community representatives. An invitation to a parish meeting had been made but declined at this stage.

RESOLVED: that, the minutes of the meeting held on 6th January are approved as a true record.

 

15/26   PLANNING

 No items to discuss.

It was noted that any planning applications received are logged and updated as required.

 

16/26   POLICE REPORT

            No items listed for November.

 

17/26   CLERK and ADMIN SUPPORT REPORT

  • Internal Audit – the request has been made to LALC and we are waiting for the appointment of an auditor.
  • ICO Case IC-393673-L2F6 – it was noted that the case is closed and the ICO has ruled in favour of the Parish Council. From the floor, Mrs Needham confirmed that she was the complainant and updated the meeting with further details of the complaint. She said she was not content with the outcome and would be putting forward an appeal to ICO.
  • Footway Lights – the footway light charge for 2024/25 is £1174.98 This is a considerable saving on the previous year which was £3236.78.
  • Mobile – the change to Lebara is complete. The monthly charge is £5 per month, unfortunately they do not operate a direct debit scheme, so this will be paid by debit card and reimbursed.
  • Grass Cutting Scheme – an expression of interest has been made to join the scheme for this year.
  • Cemetery – no responses from phone calls or emails have been received to the contact at BBC and Cllr Rushworth offered to investigate another contact through Sutterton PC. It was also noted that the latch on the cemetery gate is broken, so this will be reported.
  • Payments to HMRC – it had been discovered that payments from the PAYE system had not been paid to HMRC since May 2025. This had been addressed but unfortunately interest of £8.37 had been incurred. Payments will be made monthly in future.
  • Highways updates – it was noted that Cllr Lock had attended one of the coffee morning sessions and updated residents on Mill Lane, Green Lane and Wash Road. It was noted that 4x4 vehicles had been racing along Mill Lane, photos had been taken of the damage and this will be reported to the police. Some of the potholes on the A17 had been fixed but more had appeared.
  • Litter – there appeared to be fly tipping in the dyke, with large bags full of rubbish and some tyres left on the verge. This had been reported to BBC but they felt it was the responsibility of the land owner. This will be pursued.
  • Grit Bin – it had been thought that the grit bin on Main Road was split but this was not the case.
  • Quickline – the options for wrapping the box were outlined and after a lengthy discussion it was agreed to ask the residents facing the box for their views.
  • Flag Raising – it was agreed that Ms Glenn will have the responsibility for raising and lowering flags on special occasions with Cllr Houssain as deputy.

 

18/26   FINANCE

  • The financial statements and bank reconciliation were received and accepted.

RESOLVED that, the following invoices are approved:

M Warr – salary for January - £362.40

C Glenn – salary for January – 74.68

Walker Quinn – 4 months payroll fees - £96.00 (£16.00 VAT)

LALC – Clerk training August - £15.60 (£2.60 VAT)

Tesco Mobile – contract for December - £12.57 (DD)

HMRC – tax and NI May to December – 546.77

 

  • Garden Waste Bin – it was confirmed that the PC wished to continue to subscribe to the BBC garden waste scheme on behalf of the Gardening Club. The location for the bins will be All Saints Church on Main Road

RESOLVED: that, Fosdyke PC would subscribe to the BBC garden waste scheme, for 2026/27, on behalf of the gardening club.

 

19/26   POLICIES 2026

RESOLVED:

That, the following policies are adopted for 2026:

  • Health and Safety, General Communications, Publication Scheme, Pre Approved Contractor Policy and Social Media and Electronic Communications
  • The Facebook page would be administered by Ms Glenn with the Clerk as deputy.

The grant policy was deferred until the next meeting to allow further consideration.

 

20/26   LINCOLNSHIRE COUNTY COUNCIL AND BOSTON BOROUGH COUNCIL MATTERS

LCCllr Lock and BBCllr Cantwell could not attend.

 

21/26   FUTURE AGENDA ITEMS

            The following items were identified - Pruning of the Christmas Tree, Speeding in the Village, Litter Picking, Grant Policy.

 

22/27   NEXT MEETING

It was agreed to defer setting the date and venue for the Annual Parish Meeting until next month. The date of the next monthly meeting was confirmed as Tuesday 3rd March 2026, 7.30pm at the Village Hall
